1. Open the constraint manager (either on the Schematic or PCB depending upon where you set it up)
1. Open "All Rules" ab
1. Right click on "Rule Class"
1. Choose "Export all rules"
1. Pick which things to export if you don't want to include everything
1. Click on the "Export X Items" and choose which filename to put it in
